You can change the type of an existing failure effect using a dropbox on the Details tab of the Failure Effects panel.

Because different effect types have different cause types, existing causes will sometimes be removed when you convert between types. You will be notified before this happens. An exception is when you convert a design effect to an intermediate effect (or vice versa), since both effect types can have the same causes.
