Data Governing Tool - a software tool that acts as a repository for data used by multiple tools in an interoperable system process. In order to facilitate iterative applications of the process, the tool selected for data governing is often one that can be applied relatively early in the process, so that data can be passed to later tools in the process, thereby removing the need for duplicate data entry.
