A new duty cycle list can be created by right-clicking in the Explorer Tree or using an operation in the Duty Cycle Lists submenu within the Design menu.
How To Create Duty Cycle Lists

If the top-level "DUTY CYCLE LISTS" folder does not appear in the Explorer Tree, then display that folder by choosing "Duty Cycle Lists" from the Explorer Tree submenu within the Edit menu.

Right-click on the top-level "DUTY CYCLE LISTS" folder in the Explorer Tree and choose "New Duty Cycle List..." from the pop-up context menu as shown below.
Alternative: Choose "New..." from the Duty Cycle Lists submenu within the Design menu.

On the Create New Duty Cycle List dialog, type in the name to be given to the new duty cycles list and then click on the "OK" button.
